Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are released from various governments. Significant resources is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capacity afforded by up-to-date information. From observation points, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into grim resignation: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Persistent Threats
Following this, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new proposal from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, persist.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, US leadership does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its benefit.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
